12.2.5 IB Search by Item - List of Values includes and LIMITS search based on Master Org

In 12.1.2/12.1.3 users are not required to specify the Master (or any inventory orgs) when searching by the item.

Now in 12.2.5 the item must be selected for a given Master Org.

This is not desireable, a user should be able to specify an item and not qualify it against an org when searching. How can we resolve this? Personalization?
