The Support Identifier is locked for -11 minutes due to repeated failed attempts to validate the org

As per the title, I'm experiencing what I think is unexpected behavior with MOS. I was trying to assign an account to a support identifier, and I entered a wrong value for the organization multiple times. Then after I entered the correct organization, I encountered this error message:
The Support Identifier is locked for 8 minutes due to repeated failed attempts to validate the organization name.
So far everything looks normal. However after waiting for more than 8 minutes, I repeated the process and noticed that the counter is still in place, and continue using minus values:
