Why does an user see report results from other books?

Dear,

All our countries that are using CRM have different books.

When an user from Spain runs a report only the results from Spain should be in there. (used to be like this)

When this user runs a report she sees the results from all the countries. Why is this?

How can I change this or is this a bug in system?
