OVMS: Can OpenVMS Itanium running Oracle RDB access 10G on windows

We are running OracleRDB on an OpenVMS Itanium platform.  We also have an Oracle10G database on the Windows platform.  We now have the need to write software on the OpenVMS Itanium platform to access the Oracle 10G database.  What special software or precompilers will we need to enable us to run C or Fortran code on the OpenVMS Itanium platform to access the windows based 10G database?
