SF : When "Apply Payment" for "Select all id's" not working, but when select 1 student the it will

I run the process "Apply Payment" for the selection of ALL ID's and also RESET ID's.  Payment applier ends successful, but nothing happened.  I then add the student nbr to the process and then only it will perform the Payments correctly.
