Node 1 RAC server freezes when applying JAN2016 PSU

I am running across this problem where I try to apply the JAN2016 PSU to node1 of a 2-node RAC as the root user and at the point of where the patch software starts to stop the cluster on node1 the entire server hangs and the only way to restore connection to the server is to reboot.  Node2 is in its failed-over state and is still accessible.   I have reviewed the cluster logs, alert logs, and system logs and nothing obvious has stood out as to why the server froze.  For the most part, the only information I see in
