How to view header attachment at eProcurement manage approval page in 9.2?

Hi guys

We are using eProcurement 9.2. We noticed that an approval can view attachment document from the requester if document is attached at the line level of the requisition. However, if document is attached at the header level, approval cannot see it when approving the requisition. I wonder if this is configure somewhere. Our workflow is pretty straight forward, based on the header amount approval.
