IF Global Hierarchy contains all the Orgs can we aviod cross charge or inter project billing?

Following is the business scenario:

1. Global Hierarchy has been defined and all the OUs and Project Orgs are included into the global hierarchy.

2. Cross charge Processing method is None.

3. Allow cross charge to all OU within LE has been checked

4. Project /Task Owning Org and Project Expenditure Org uses the same Global Hierarchy as mentioned in point 1.

5. Provider and Receiver Internal billing options are defined

Transaction details:

1. Time card Expenditure batch created selecting Org 1 responsibility and able to select employee of Org 2 and Org 3 and able to select Org 1 Capital Project and task .This means, for a Org 1 Project , different Org's  ( Org 2 and Org 3) employees time card ( labor cost) can be charged without using Inter project billing .
