luupgrade solaris10 zfs , cannot make ABE bootable

Install Solaris10 8/11 ZFS root pool from FLAR.

Create new BE on a new pool with separate /var

After flar install completed, I got error:

ERROR: Unable to mount ABE <nus906pbBE>: cannot make ABE bootable.

ERROR: Unable to make boot environment <nus906pbBE> bootable.

How could I make the new BE bootable ?
