User Defined Attribute or Value Set value should display as URL to download file

Hi,

We have a requirement that to display the company policies pdf files in the Prospective Supplier Registration page. During the prospective supplier registration vendor should have an option to click the file (hyperlink) and download and read the same. The should be placed in the 'Prospective Supplier Registration' page only.

Is there any way to achieve the same by configuration using User Defined Attributes. Or suggest the alternative without customization. We are licensed with 'Supplier Lifecycle Management' for the version 12.2.4
