R12800E runs without cleaning up F12911ER Table?

I have many thousands of records on the F12911ER table, and have been receiving a "Timed Out" message when running the R12800.  In order to clean up the table and have the R12800 process successfully, I have been trying to run the R12800E according to Oracle document ID 626055.1.  The R12800E is supposed to remove the records from the F12911ER table, but it is NOT.  Has anyone run into this, and what did you do to correct?  The document also recommends using SQL on the F12911ER.
