No translation found for hiExeption_desc

Hi, am currently installing Siebel on my desktop,

Firts  downloaded the required files for:

Siebel 8.1.1.0 Base and Siebel 8.1.1.7 patch

Run de image Creator in DOS and succesfully created the folder C:\Siebel_Install_Image\8.1.1.0\Windows\Client with Siebel_Web_Client and Siebel_Tools (Still working on the Sample DataBase)

So far so good, now when getting to the firts step of installing the Siebel Web Client i get this error: "No translation found for hiExeption_desc"

I got the jar files for the enu and ens languaje but a i can´t make anything with them, how do i install them? looking over the net i have found blogs talking about the ENU folder in the client folder, but i´m getting out of solutions and nothing a had tried has worked so far
