CSD: Default WIP Accounting Class at responsibility level

Hi:

We have quite a few inventory organizations for different legal entities/ledgers and therefore, we would like to setup "CSD: Default WIP Accounting Class" at responsibility level based on the CSD: Default Service Order Inventory Org" set at responsibility level.  But it seems like it only shows the WIP accounting class values of the org of CSD: Default Service Order Inventory Org" set at set level. 

Same with the various CSD profile for "Subinventory" default.

Are these the intended functionalities.

Please advise.
