12c Developer Tools and 11g db and app server compatibility

Hi, I have a customer that is planning their Forms and Reports upgrade.  If they upgrade their Forms/Reports Developer tools to 12c, are they compatible with an 11g database and 11g application server?  I have been checking the certification websites but cannot find that specific certification.  Thank You, Greg
