Multiple Dunning Role at customer Account level

Hello Gurus

Question is about setting up Role at Account level for Dunning.

We are on 12.1.2 and application is allowing us to create multiple Roles for Dunning at Account Level.

We are also set both Roles are Primary.

Question is which Role will receive Dunning Letter

and

is it application bug to allow multiple roles ?

Oracle SR is also raised by me.
