How to handle Date Range input in BI Publisher reports?

Customer is on 11.1.1.7.150120  Integrated with OBIEE 11g

p_date_from: Type: Date

Date Format String: MM-dd-yyyy

Date from : 01-01-2004

Date to :{$SYSDATE()-1$}

It's not working as expected, customer can drill down the calendar to 2004 from 2016

But when tries to rise up from 2008 it's stuck cannot go back to 2016.

Is this the correct format to restrict date parameters in BIP Enterprise.
