AIRS Communication Test - can we use our own data?

1 - We have installed AIRS Communication Test patch 23152164, Phase III 23202224 and ACA Data Format Patch 23520435. 

2 - We are able to generate files for our 3 Organizations without issue.

3 - We CANNOT generate a file for the Cartestseven Organization.  When we run script benaca07.sql  It is not inserting any data into BEN_REP_ARCHIVE as expected.  We have purged the archive for cartestseven and have tried more than once to get records into the table. We have followed document 2132044.1 functional readme of patch 23152164- and setup the location and org. Because we have applied patch III we have also reviewed functional readme  for 23202224 and set up EITS  for Cartestseven org including ACA Reporting Requirements, ACA Certs of Eligibility and ACA TCC information.    TCC information uses our Transmitter code.
