Unable to create RMA Order lines from Third party logistics lines

When attempting to enter/Book the order for the Third party from the logistcs tab, the following error occurs

Invalid Contact for Given Customer Account

CS_DB_ERROR
(PROD_NAME=Cs_Charge_Create_Order_PVT.Update_errors)
(SQLCODE=60)(SQLERRM=ORA-00060: deadlock detected while
waiting for resource.
ORA-06510: PL/SQL unhandled user-defines exception)
