Price Book doesn't reflect Custom Product Attribute Category Discounts

Hello,

I am currently updating our Price Books for the coming season and I am running into an issue. It appears the price book is not including all modifier lines and therefore does not reflect the correct extended price. Specifically, within our Pricing Modifier, we are using a custom Item Promotion Category under Product Attribute by which we can give 20% off to a specific group of items and add one modifier line. The pricing engine calculates it correctly on the order but when i generate the price book, it does not seem to include the additional discount.

I have tried creating a fresh price book, with the Product Attribute set to the missing Modifier Line but it didn't work. I have also tried changing the Pricing Perspective to Inventory from Order Management, but that also has not worked.
