Workspaces is not working in Siebel IP 2016

Hi,

I have installed Siebel IP 16 environment and it is working fine. From Siebel Tools of IP 2016 I executed EnableWorkspace.exe utility and it wwas successful. However I don't see Workspace option in tools yet. Also I checked tables S_WORKSPACE and S_WS_VERSION, these are still empty.

Is there any step I am missing? Has anyone came across similar issue?
