9.2 Deployment Server Installation E1Local 12c Failed

Hi All,

I am trying to install 9.2 deployment server but getting following error, i created the db windows local user with no admin rights as mentioned
and giving the same user id and password during installation time but same error: anyone have idea what is the problem.

error:

"The command failed with error 1"

34 1 10:58:22  I Setting up SQLNET Authentication Services.

35 1 10:58:22  I SQLNET file: \Oracle\E1Local\NETWORK\ADMIN\sqlnet.ora

36 1 10:58:22  I Installing Oracle seed database.
