after 12.2.5 clone: unable to launch Forms From Homepage : Cannot complete Applications Logon

It's a 12.2. cloned env. During the clone i updated the passwords.

After cloning i've also updated the EBS datasource in weblogic to put the new password.

I'm connecting with sysadmin. Complete error message when i open forms is: Cannot complete applications logon. You may have encountered an invalid applications password, or there may have been a database connection error.

I've tested DB connection from APPS server -> OK

Password apps is OK too. I mean i can connect to the user in DB

I've checked also GUEST user setup but everything looks fine too.

I suspect the issue is related to passwords because i've tried to update sysdamin password with FNDCPASS and got error in log file:
