How to create items which directly goes in Ship Confirm status and ready to be shipped

Hello

How to create items which directly goes in Ship Confirm status and ready to be shipped on a Sales Order. So, only following thing should happen once entered on the Sales Order

No Pick Release of item

Only Shipping Enabled
