Amount of scenario groups

What is a good strategy to determine the amount of scenario groups?

Our understanding: By the user's access level!

Example 1:

Chain security access level. Each user has access to at least one complete chain.

The minimum number of sets of groups is the amount of Chains

Example 2:

Sub-category security access level. Each user has access to at least one complete sub-category.

The minimum quantity of scenario groups will be the quantity of sub-categories
