Proj_Resources GL Distrib Status

We have a situation where a couple grant/contract transactions in Proj_Resource will not get picked up by the PSA_ACCTGL process.  The GL_Distribution Status = C.  We found that means Available to Contracts.  In our system, it looks like that status is set to "I" inactive when viewing the PSXLATITEM table.  We cannot figure out where to make that status active --assuming that this is the reason why they are not being picked up by that process.  The Analysis Type =  BLD. 

Or does the GL_DISTRIB status need to = N in order for the records to be picked up?
