Internal Requisition creation when planned order gets released from Oracle ASCP

Hi guys,

Could you please help me to understand what are probable scenarios under which release of planned order from ASCP cause creation of internal requisition in Oracle EBS. Same item under the other ORG creates Purchase requisition on planned order release.
