AU PAY: Why is the effective from date on the Declaration form user enterable?

In doing some testing for the electronic submission of the tax dec, we came across an oddity and I'm not sure whether it's expected or a bug.
When an change is made to the tax declaration form (PAYAUTAX), the user is asked if it is a correction or an update. The user can the update the value of the Declaration Date and the Effective From Date. If the effective from date is changed to the update date and then saved, the value reverts back to the original date. Meaning that the Tax Information element is corrected with the data changed on the Declaration form.
