how to enable the blocked contents in Oracle community

When i am going to open certain community threads (For example : Community Discussion ID 3391426) i am getting error "Access to this place or content is restricted. If you think this is a mistake, please contact your administrator or the person who directed you here." Anybody knows how can we enable that ?
