suspense account flag in R12 GL

I am trying to find the flag that will allow suspense account posting. In the Ledger Options - Journal Processing the Suspense account in entered but when i try post an unbalance journal i get an error saying that 'Unbalanced journal entry, suspense is not allowed'. This is good that i cannot post, but i need to show our internal auditor where the setup is that does not allow posting of unbalanced journals. from what i am reading if a Suspense account is defined in the journal processing then suspense is allowed.
