OS password vs DB password

I am having some problems configuring Siebel Server 15.8 on RHEL.

I have a os password  that is not the same as the db password.

The enterprise has no problems with configuration. But in Server Configuration, 1 screen after the Gateway Name Server authentication, I receive "unable to connect to the gateway error". Looking at the logs... it reads sbl-svc-10007 user/password error.

There are 2 password screens in Enterprise configuration:1) Gateway Name Server Authentication User Account, 2) Siebel Database User Account Name.

There is 1 password screen in Server configuration: Gateway Name Server Authentication User Account.

We have been able to pass the screen that normally throws the error message; if we have the same password. However, company wants an additional layer.
