ST/OT Order Issue

Hi,

We have a ST/OT Order created by user A on Monday. The initial order has one line. This line was created on the OT order correctly according to the process.

On Wednesday another user B  has Cancelled this first line and at the same time added two more lines  on this ST Order. But these two lines were not created on the OT Order automatically.

Can somebody please tell me if this is correct  (or) it should have created the 2nd, 3rd lines on the OT Order?

Also Can we add the lines manually on the OT and receive those lines. The ST Order has  already passed  ship confirmed status.
