Error while running adop phase=prepare (s_ohs_instance_loc )

Im getting the below error in the log file while trying to run adop phase=prepare

this is found in the FSCloneApplyAppsTier.log

ERROR: The value </u02/test/fs1/FMW_Home/webtier/instances/EBS_web_test_OHS1> for s_ohs_instance_loc in /u02/test/fs1/inst/apps/TEST_eb sr12  /appl/admin/TEST_eb sr12.  xml isn't a directory.

fs2: RUN Run

fs1: PATCH Env

Instance 12.2.4 Linux

any idea ?
