Rollover Pay Type Not Found error on FMLA Substitution

I'm getting the Rollover Pay Type Not Found error when I substitution PTO hours for a portion of FMLA leave.  I have confirmed the pay type is set up in the F069036.  Is there another reason I would be getting this error?
