ACA XML Generation for Transmitter pulls multiple GREs in Rollback mode but in Commit mode it only p

I'm opening an SR with and think this is related to discussion titled "Purging ACA XML Generation" but wanted to share with the community: Purging ACA XML Generation

My issue is my Transmitter TCC set up is supposed to pull 5 GRE's and it pulls all 5 when I run it in Rollback Mode but when I run in Commit mode it pulls only 1 GRE, the one that has the TCC set up on it.

I'm set up with 5 GRE's all under 1 Business Group.

In test instance I set up GRE1 as Transmitter TCC and did not build a TCC on  GRE2, GRE3, GRE4 and GRE5
