How the Finanacial report submission form works through a global GL responsibility

we are trying to open the FR Submission page through the navigation Global GL superuser-> Reports-> FR Submission but it is throwing an error as "Unexpected error, please contact your system administrator".

This is hapeening for Global Responsibility only which has multiple ledgers attached to it. If we try to open this FR Submission through individual ledger specific responsibilities, it works fine.
