After upgrade to IP2015 - "SBL-DCK-00179: Unable to establish synchronization"

Hello All,

After complete upgrade in DEV , to IP2015.9, and after GenerateDB and ExtractDB, while opening Tools with local DB,

we get this error: Connect to server SBL-DCK-00179: Unable to establish synchronization session with server.

From "siebdev.log" Log File (on client):
