What is the difference between ‘Needs Approval’ and ‘Approval in Process’ on a timesheet?

We have approvals turned ON for reported time.

After an employee submits timesheet for manager's approval; in some cases we see the status as "Needs Approval" and others as "Approval in Process". In both scenarios, reported time status displays as "NA" in TL_RPTD_TIME table.

I am curious to know what is the difference between "Needs Approval" and "Approval in Process"?
