R1732 and Vertex not calculating tax for service contract details

I am entering a service contract detail line for a Washington and for a Kentucky customer where service is taxable. When I run the R1732 with the Vertex tab configured to use the SERVIC tax type and the site Geo Code, tax is not being calculated. (EnterpriseOne 9.0, 9.1 Tools)

Steps to reproduce:

1. Access P1720 and enter a contract header for a KY or WA customer where service is taxable.

2. In the detail of the contract, enter a line for a quantity of 1 YR with a unit price of 1000 and a recurring billing amount of 1000.

3. Access R1732 and execute the program over the contract that was just created. Make sure the Vertex tab is set to use the site Geo Code and is set to use the SERVIC tax type.
