Moving SOA SUITE between servers, do I need to move metadata?

In the Oracle FMW admin guide, chapter 20 - Moving from a test to production environment, the first step is to Install the database on the target environment.  Do I need to copy all the data in the repository from test to prod at this point or does the pasteConfig step handle populate the repository?
