ATO sales order is triggering multiple Jobs for same line

Issue as below-

We have a ATO item for which sales order is booked

We perform following steps.

# once sales order line status is Production open'

1.Go to WIP responsibility.Query job . Change status to release.

2. Move job

3.Complete job

4 .After completion on job. Sales order Line status changes to 'awaiting shipping'.

5.Perform Release sales order step

6.Sales order line status changes to 'supply eligible'

7.Shipping txn form suggest next step as 'Progress order to awaiting shipping'

8. As we go to Sales order line and progress order . Sales order line status changes to 'production open ' again and one more job is triggered.
