Problems logging into local development client

I have just installed Tools and the developer client on a new laptop and am facing the typical "The username or password you have entered is not correct" error when logging into the developer client.

I have downloaded a new local database for the Tools implementation and can log into it with no problem using Tools.  I see everything fine.  I have modified the ODBC driver for the developer client to look at the Tools local DB and changed the Siebel.Cfg appropriately to look at the Tools database.  When I try to login to the developer client locally, I get the above error.  I am using the same credentials as in Tools.  I have even changed the cfg to use the Tools ODBC driver and get the same error.  Is there something special that needs
