tnsping returns TNS-12541

I'm on 12.1.0.2.0 ,  3 node primary cluster. I've to create 3 node physical standby cluster. I'm trying to make "tnsping <connect_string>" work between primary and standby servers. However it returns "ORA-12541" no listener running on other set of servers. The same tnsping works from same set servers (primary1,2,3 can tnsping the primary database). Same way standby servers can ping standby instance between themselves. Ping command works from all servers but not tnsping. We are using DNS servers. There is no entry in /etc/hosts file. I can ping scan names as well from all servers.

Can you please suggest where we may be wrong and the solution to it ?
