Multiple EIN's still not working in Form Data XML for ACA after loading JM19574. Can anyone help?

We have loaded JM19574 that should allow us to send both EIN's in a single transmission.  Our TCC code is set up as "Transmitter" but we're still only getting one EIN in our XML file.  Are we missing a step?  Please help!
