oracle database active passive cluster in windows 2012 r2

Hi Team,

We have built the windows cluster server 2012 R2 and we installed oracle 11gr2 and created database on that server.   Now windows team added oracle service and listener in failover cluster manager from their end. But both services are went to second node when node failover but database is not going to up. 

 

We are not sure why and please can you suggest what is the solution here .also we do not have failsafe licence.

configured the oracle database in the cluster in windows but database is not failvoer to other node and we have to start manually. How the database will start automatically after all services failover?
