em13c agent under reporting server memory

any thoughts on this?? why??

SErver has 12GB I logged in as Oracle and ran free it shows 12GB .. yet agent says I only have 7.8 and am at 91% utilization causing false alerts... anyone else have this issue?

how to fix ...
