In Oracle RAC 11gR2 SE for 2 Nodes, When one node goes down in another server it is taking approx 1

Hello All,

I have installed Oracle RAC 11.2.0.4.0 on Windows 2012 R2 Server for 2 Nodes.

I have some queries regarding this

(1) During Testing when both Nodes are up and database accessing is smooth. but if  One Node is goes down then in other Node i have fired select query it was stuck and after almost 55 to 60 seconds the replied. Same way on that particular node i have tried to connect with same username it also took same time to connect.

Query: why it is taking so much time when one Node is going down because another node is healthy then it should not? whether there is any configurations regarding this or need to set some parameters?? if it is there then can you please guide me...
