Patch 21270594 invalidates INVSDOIO.fmb

We are running version 12.2.4 and we are attempting to test Oracle Mobile Maintenance.  We applied all the patches and pre/post req patches listed in documents 1923702.1 and 1642431.1. However when applying patch 21270594 we received the following error when attempting to generate INVSDOIO.fmb:

ERROR generating form "forms/US/INVSDOIO.fmx

Compilation error on package body INV_PARAM:

PL/SQL ERROR 306 at line 92, column 8

wrong number or types of arguments in call to 'INSERT_ROW'

wrong number or types of arguments in call to 'LOCK_ROW'
