Logic in the R08121A to determine MECI value in F08122?

I"m trying to determine the logic in the R08121A that decides whether to place a value in the MECI (Minimum Essential Coverage Offer Indicator) field in the F08122.  Since this field is not editable after I run R0812A, I am curious where JDE looks to determine if it should be flagged or not.
