Activity is not valid for this time report period error when trying to approve time report with proj

I keep receiving "The activity is not valid for this time report period" message when trying to approve or send back a time report.  We are using v9.2 PUM 17 and PT 8.54.20.  I have checked the activity and project dates and the time report dates fall within the assigned start and end dates.  Both are set to Active for the processing status. Can anyone recommend other settings that I need to check?  This just started happening a few weeks ago and I'm just not sure what else to verify.  Any help is appreciated.  Thanks!
