WO Parts List Commitment

Hi all

I trust that everyone is well.

I am looking for more information relating to the COMM field in the WO parts list, F3111 table.  Essentially when is it set to S or H or another option and why the Quantity Committed can be zero in the same table but the Comm flag is set to H.
